Just locate the following key in registry (start – run – regedit):
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles\Outlook
Then right click on the Outlook folder and select Export…save it anywhere you want…and run it while restoring your outlook. Afterwards, close RegEdit.
This will restore your old outlook profile with all email accounts and rules. But, you will have to enter passwords for the accounts again. It does not store the user passwords.

This was a great find. It works great in Outlook 2003 to backup and restore profiles, accounts, and .pst connections within profiles. However it does not restore rules (exactly). From my testing, rules must be somehow contained in the default mail location’s .pst file, and then when restoring the connection to the pst, the rules come with it.

To export/import rules and alerts in Outlook 2003/2007, go to “tools”, “rules and alerts”, then “options”, and choose either import or export.
